What is the name of the bill that President Bush used after 9-11 to declare a "state of emergency"?

I need to know what President Bush had passed that allowed him to invade a country without actually having Congress declare war? This is for my government project regarding the ability the president has to invade another country without getting Congress's approval. Thank you!

What is the name of the bill that President Bush used after 9-11 to declare a "state of emergency"?
The War Powers Act gave the president to use armed forces if there is an imminent and present danger. He must notify congress within 48 hours of the decision and he has control of the troops for 60 days, after which a congressional Declaration of war is needed to keep troops.
Reply:it's an executive power that the president has because the president is the commander in chief, so the president can put troops in another country for a certain amount of days. i cant remember how many exactly but i think its 60? something like that. President Bush did this and then Congress decided they agreed with his actions and formally declared war, which the legislative body has the ability to do.

btw, to the guy who's name is "terror" ur right, Bush wasn't the first to do this, but let's look back at all the time's it has happened..

Korea: o man, that turned out amazing. now we get North Korea to fight with! still!

Vietnam: don't even need to say anything here. this one didn't turn out so good.

And lastly, Iraq: hey! "mission accomplished"!!!!!

by the way, all these wars (or conflicts, as some would like them to be called) were started by republican presidents. yay them!
Reply:It's commonly referred to as a police action, and guess what, Bush wasn't the first person to use it. In fact, Congress has not declared war since World War II. The Korean War actually would be the first example of this executive power.
Reply:The War Powers Act of 1973 allows the president to use the military without the approval of Congress.

Don't forget that Congress hasn't declared war since 1941.
Reply:Patriot Act
